Woshige is an older man, not well educated, but remarkably insightful and possessed of an incredible gift with animals that endeared him to the governor of the Second City. As a result, his room and board are paid for, and he is expected to accompany the governor when he goes Falconing.
He holds a bizarrely powerful position within the hierarchy of the Second City — despite his standing as a ronin, he spends more time conferring with the governor than many of the Ambassadors. There’s no telling what topics will be discussed on these occasions, or how much influence Woshige’s opinion actually has. Regardless, he is at the very least incredibly well-informed of the governor’s mind, and as a result is viewed as a potent ally by the courts.
